DesegregateCT was founded in June 2020, in the wake of George Floyd’s murder, to expose the role land use policies play in Connecticut’s staggering economic and racial segregation and to make significant structural change. We formally became a program of the Regional Plan Association in Feb. 2022 and maintain an independent budget. For more information on RPA, click here.

Desegregate CT has had a fantastic year: We’ve expanded our ground game across the state and set up the pro-homes movement to be a force for positive change in Connecticut for years to come. We consolidated our language around the housing crisis through our “all of the above” approach, focused on creating real relationships with community and state leaders as well as local governments and debuted our Work Live Ride proposal in the legislature.

DesegregateCT as an organization and a coalition had an exciting and productive second year. In setting out to grow from a start-up campaign into a sustainable program for the long-term, we were excited to announce a deepened relationship with Regional Plan Association, a non-profit research, planning and advocacy organization that has a 100-year history of work in Connecticut and the tri-state region. RPA served as our fiscal sponsor in FY 2021; and in February 2022 transitioned to become the host of our program, providing research, communications and technical support to our team. We hired our first full-time director and were able to support nearly a dozen policy and advocacy fellows who are the backbone of our campaign. We expanded our local and state-wide organizing capacity, focusing on education and advocacy to advance zoning reform, highlighted by our push for HB 5429 in the short state legislative session, our work with local stakeholders on walk audits with local partners in six towns to promote transit-oriented communities, and our release of our Be The Change playbooks and toolkits to drive more bottom-up advocacy for zoning reform.

This Annual Report covers the organization’s first year (June 2020-June 2021).
Starting with a handful of eager volunteers, we grew by the end of our first year into a diverse coalition of 72 nonprofit organizations, including the state chapters of the Sierra Club, American Institute of Architects, and American Planning Association. By June 2021, nearly 60 people had served on the core team and the Zoning Atlas team.
In our first year, we focused on three core functions: research, education, and advocacy. Read more about them in the report or check out the images below.
